Federal Correctional Institution Cumberland is a medium-security federal prison located in Cumberland, Maryland, housing male inmates. It opened in 1994. Federal Correctional Institution Cumberland Camp, which also houses male inmates, is adjacent to the central institution.

FCI Cumberland has a license plate manufacturing center where inmates produce license plates for federal government vehicles.

  • Former United States Army doctor Jeffrey MacDonald: Serving a life sentence for murdering his wife and children.

Education Services

FCI Cumberland offers GED and English-as-a-Second Language (ESL) programs. Classes are separated into Pre-GED, GED, Advanced GED, and Special Learning Needs levels.

Parenting, Pre-Release classes, the Hope House Book Reading Program, and employment preparation classes are also available. High school diplomas and post-secondary degrees are available through paid correspondence programs.

The Cumberland federal prison’s UNICOR produces signs and license plates used on government vehicles.

Commissary

Federal Correctional Institution Cumberland inmates can spend up to $360.00 per month in the prison commissary.

Inmates may use funds in their account to purchase items at the institution commissary, fund their inmate phone account, buy TRU-Units for their TRULINCS account, and send funds out of the institution.

Inmates shop in the commissary by submitting a commissary order form. They then use a laundry bag to carry their purchases back to their housing units.

In January 2018, the National Telecommunications and Information Administration tested its “micro-jamming technology” at the Federal Correctional Institution in Cumberland to disrupt cell phone signals inside the prison.

In April 2017, the BOP turned a prisoner-created and prisoner-run rehabilitation and reentry program, Young Men Incorporated (YMI), into a pilot program at FCI Cumberland. Dominic Henry founded the Community Economic Development program while serving life plus 40 years at USP Allenwood. He established YMI at FCI Otisville. Henry was released in 2015 after serving 35 years in prison.

Robb Phillips, a guard at Federal Correctional Institution Cumberland, pleaded guilty in 2007 to receiving over $14,000 to smuggle tobacco into the facility for prisoners.

In 2004, a visitor to the Cumberland federal prison, Lilvon Johnson, was arrested for smuggling heroin and marijuana into the prison in certain body cavities.
