Background

Federal Correctional Institution Loretto is a low-security federal prison in Loretto, Pennsylvania. It opened in 1984. Federal Correctional Institution Loretto Camp is located adjacent to the central institution. Both federal prisons house male offenders.

FCI Loretto was formerly a Catholic seminary, which was built in 1960. It is now a federal prison under the United States Department of Justice’s supervision.

Notable federal inmates include:

  • Robert Kidane Phillipos: obstructed justice in connection with the Boston Marathon bombing.
  • The acting boss of the Patriarca Crime Family, Anthony DiNunzio: served six years for racketeering.
  • Former New York State Assemblyman William Boyland, Jr.: convicted of extortion, bribery, and corruption charges.
  • Rafaello Follieri: convicted of fraud and money laundering.

Media reports indicate that at least three inmates have been indicted for drug possession, and at least two inmates from the camp have escaped.

Inmates live in four-, six-, and 24-person rooms (North and South units) and dormitories. The dorms are divided into four- and six-person cubicles (Central Unit).

FCI Loretto and the camp do not have the Residential Drug Abuse Program (RDAP), but staff can refer inmates to institutions that offer RDAP. Both facilities provide the Drug Abuse Education Course, the Non-Residential Drug Abuse Program (NR-DAP), Alcohol Anonymous (AA), and Narcotics Anonymous (NA).

FCI Loretto Educational, Library, and Recreation Offerings

Education Services

The FCI Loretto Education Department provides GED and English-as-a-Second Language (ESL) programs. Adult Basic Education is available for inmates who score lower than the fifth-grade level on the Test of Adult Basic Education (TABE).

Adult Continuing Education (ACE) courses and a parenting program are available. Current ACE offerings include Evolution, History of Western Film, and Creative Writing.

High school diplomas and post-secondary programs are available through paid correspondence programs. Hours of operation are 7:00 a.m. to 2:30 p.m. Sunday, 6:00 a.m. to 4:00 p.m. Monday through Friday, and 6:00 a.m. to 8:00 p.m. Tuesday, Wednesday, and Thursday, excluding meals and counts.

Advanced Occupational Education

Loretto federal prison in Pennsylvania offers advanced occupational education in Automotive Repair. The camp offers CDL, and both provide Personal Fitness Trainer.

Vocational Training

Federal Correctional Institution Loretto offers training in Fiber Optics, Retail Sales, and Customer Service.

Apprenticeship

Both facilities offer apprenticeships in Cook and Teacher Aide.

Library Services

Both a leisure and law library are available to inmates at FCI Loretto. The leisure library contains many newspapers, magazines, listening and videotapes, and fiction and nonfiction books. There is a wide variety of reference material.

The law library is electronic and provides all of the required resource material. Inmates may be in the leisure and law library during their off-duty hours. Typewriters and a copy machine are also available for inmate use.

UNICOR

Federal Correctional Institution Loretto does not have a UNICOR facility.

Commissary

Loretto federal prison inmates can spend up to $360.00 monthly in the commissary. Inmates can purchase the following items in the prison commissary:

  • Electronics (e.g., watches, radios, MP3 players, etc.)

Copy cards, over-the-counter medications, and postage stamps do not count against the spending limit. Inmates can shop once a week on their assigned day. Sales are conducted after breakfast and after lunch.

The recreation facilities at FCI Loretto provide inmates with both indoor and outdoor activities. The recreation center includes many options for inmates, including:

Prison Politics at Federal Correctional Institution Loretto

There is a low level of prison politics at Loretto federal prison in Pennsylvania. Inmates are not required to be part of a car to stay. One respondent said, “This is not so much a political yard as a bigoted one.”

Level of Violence

There is a very low level of violence at this facility. One inmate reports a “fight every couple of months.” Another respondent stated, “I’d rate the safety level as high.”

Another inmate explained, “There is very little violence, but MUCH barking. Most people are bullies here but essentially afraid to get jammed up and transferred.”

Vulnerable Populations

Sex offenders, informants, and LGBT inmates can walk the yard. One respondent stated that “sex offenders have issues with extortion or not being allowed to stay in their rooms during the day,” where they can sit in the chow hall and have “restricted access to the weight pile and TV rooms.”

Another inmate observed that “there is a large and supportive LGBT community here, including a few transgender people who are transitioning. While there is some minor name-calling, they don’t get hassled.”

Another inmate stated that “Sex offenders are completely ostracized and oppressed here. They are not allowed to be in their assigned cell most of the day. They are not allowed to be in the TV room or even lay in their beds if sick.” He continued, “They are bullied, and staff are aware of this but do nothing to intervene or prevent it.”

“Decent, clean facility.” “There are plenty of benches to sit out at recreation.” “Tons of musical instruments and a great band room.” “Great selection in the library.”

Bad at FCI Loretto Prison

“Some staff apathy. The mailroom is increasingly strict, now banning any colored envelopes or stickers from coming in. The mailroom is also very prudish regarding erotica or art books.”

“The way staff and inmates treat sex offenders.” “The nasty, disrespectful way about half of the staff talks to many inmates.” “Some of the dorms don’t have any air conditioning.”

FCI Loretto in the News

In June 2018, James Hickey, sentenced to 18 months in a fraud case involving more than a dozen people, including former Mayor Ed Pawlowski and ex-mayor of Reading Vaughn Spencer, was designated to serve out his sentence at Federal Correctional Institution Loretto.

In August 2017, Edward R. Harris, a prisoner at the Loretto federal prison in Pennsylvania, was federally indicted for possessing marijuana while in prison.

In June 2017, Christopher D. Rarick and Edwin Manuel Guzman, prisoners at FCI Loretto, were separately indicted for possessing buprenorphine, a contraband opiate.

In February 2017, Charles Mack, a prisoner who was recently released from Federal Correctional Institution Loretto, was pursuing a lawsuit accusing Jeffrey Stevens, trust fund supervisor; Douglas Roberts, commissary materials handler; and Samuel Veslosky, warehouse foreman, of harassment over his religious beliefs, leading to the loss of his prison job in the commissary.

Loretto Prison Camp in the News

In March 2005, former Connecticut Governor John G. Rowland, who resigned amidst a corruption investigation, was sentenced to a year and a day in federal prison. He served his period of incarceration at Federal Correctional Institution Loretto Camp.

In November 2002, Edward Calloway and another unidentified prisoner slipped away from FCI Loretto Camp to visit their girlfriends in a nearby motel. They were caught returning to the camp and charged with escape.
