Background

Federal Correctional Institution Manchester is a medium-security federal prison in Manchester, Kentucky. This prison opened in 1992. Federal Correctional Institution Manchester Camp is next to the central institution. Both FCI Manchester and the camp house male offenders.

Very little information is available to the public regarding this facility. In February 2018, an agreement was reached between the prison and Eastern Kentucky University for criminal justice students to take classes at the prison with inmates. In May 2014, a Prison Rape Elimination Act audit summary reported that all inspected elements of the facility met or exceeded compliance requirements.

Notable inmates include former Missouri State Senator Jeff Smith (who served eight months for obstruction of justice) and computer hacker Jeremy Hammond (convicted of conspiracy).

Inmate Housing

Inmates live in two-person cells within the eight housing units. The camp houses inmates in dormitories that are divided into two-person cubicles. While the camp has four dormitories, two have been closed down.

Health Services

The FCI Manchester Kentucky federal prison’s Health Services Unit provides emergency and routine ambulatory health care services. The outpatient clinic offers diagnostic and support services health care providers use for urgent and ambulatory care services.

Manchester federal prison’s Psychology Services department provides:

  • Referrals to Health Services for Medical Treatment of Mental Illness

The Psychology Services Department offers community mental health services. Many services are designed to help inmates manage mental health conditions, including:

  • Schizophrenia
  • Bipolar Disorder

Treatment groups are available and typically focus on managing emotions, stopping depressive thoughts, learning new communication skills, and wellness. Inmates identified as experiencing mental health needs can meet with a psychologist to discuss their needs and identify groups and services that would be helpful. The Psychology Services department also offers groups for all inmates who want to learn skills to help keep them out of prison and get along more effectively.

Residential Drug Abuse Program (RDAP)

FCI Manchester does not offer a Residential Drug Abuse Program (RDAP). However, there are group programs, including Alcoholics Anonymous (AA), Narcotics Anonymous (NA), a Drug Education class, and the Non-Residential Drug Abuse Program (NR-DAP).

FCI Manchester Educational, Library, and Recreation Offerings

Education Services

FCI Manchester federal prison provides literacy, GED, and English-as-a-Second Language (ESL) programs. You can learn more about prison education programs here.

Incentive awards recognize inmates progressing satisfactorily and completing the literacy (i.e., GED and ESL) program. Inmates may also receive incentives for progressing to various levels in the GED or ESL programs. Graduation ceremonies recognize GED, ESL, and Occupational Education completions.

Parenting and Adult Continuing Education (ACE) classes are also available. High school diplomas and post-secondary degrees are available through paid correspondence programs.

Advanced Occupational Education

The Manchester, KY prison offers advanced occupational education in Carpentry, Electrical, and Masonry Bricklayer. Both facilities provide Culinary Arts, and the camp offers Horticulture and Hydroponics.

Vocational Training

Except for the advanced occupational education and apprenticeship programs, no vocational training is offered at FCI Manchester Kentucky federal prison or the satellite camp.

Apprenticeship

The Manchester, Kentucky federal prison offers apprenticeships in:

  • Cabinetmaker
  • Carpentry
  • Drafting
  • Machine Operator I (Sewing)
  • Painter
  • Plumber

Both facilities offer Baker, Electrician, HVAC, and Landscape Management Technician. The camp provides Baker, Boiler Room Operator, Combination Welder, and Cook.

Library Services

The leisure library offers inmates a variety of reading materials, including periodicals, newspapers, fiction, nonfiction, and reference books. FCI Manchester also participates in an interlibrary loan program.

Inmates can access legal materials and prepare legal documents. Legal research is performed on electronic law library computers. Typewriters and a copy machine are also available for legal work.

UNICOR

Federal Correctional Institution Manchester houses a UNICOR facility that makes clothing and textiles. The camp does not have a UNICOR facility.

Commissary

Manchester, KY, prison inmates may use funds to purchase items at the institution commissary (e.g., food, clothing, snacks, shoes, etc.). Inmate trust account funds can also be used for inmate phone calls, purchasing TRU-Units for their TRULINCS account, or sending funds outside the institution using Form BP-199.

Inmates are permitted to spend up to $360.00 per month. When shopping on their designated day, inmates must go to the commissary building, submit their order form, and wait for their order to be filled.
