Background

Federal Correctional Institution Butner Low is a low-security federal prison located in Butner, North Carolina, which houses male inmates. It was opened in 1995 and is part of the Butner Federal Correctional Complex.

Notable inmates include former real estate investor Troy Titus (serving a 30-year sentence for orchestrating a Ponzi scheme) and founder of the now-defunct Bayou Hedge Fund Group Samuel Israel (serving 22 years for defrauding investors).

Media reports indicate that at least one guard has been convicted of sexually assaulting a transgender inmate.

In 2017, Insider Monkey named FCI Butner Low one of the ten easiest federal prisons to do time. In 2012, CNBC named FCC Butner Low one of the 12 best federal prisons to do time. And in 2009, Forbes magazine named the facility one of the ten cushiest federal prisons in America.

Butner Correctional Complex inmates live in two- and three-person cubicles and a central dormitory area with eight bunks. There are eight total housing units, four upstairs and four downstairs.

FCC Butner Low offers inmates GED and English-as-a-Second Language (ESL) courses. Adult Continuing Education (ACE) classes are also available.

High school diplomas and post-secondary degrees are available through paid correspondence programs. Hours of operation are 7:30 to 10:30 a.m., 12:30 to 3:30 p.m., and 5:30 to 8:30 p.m.

Library Services

Federal Correctional Institution Butner Low has a legal and leisure library available to inmates. The law library is in the Education Department, which contains various legal reference materials to prepare legal papers. Most legal research is conducted through the TRULINCS Electronic Law Library computers.

The leisure library has numerous books and reading materials available, including magazines and newspapers, career planning, multicultural studies and parenting materials, and fiction and nonfiction selections. A movie program is also available where inmates can watch older DVDs.

UNICOR

FCI Butner Low houses a UNICOR facility that makes clothing, textiles, and industrial products.

Commissary

The monthly spending limit for inmates is $360, divided into a biweekly limit of $180. The prison commissary is available to each inmate only once per week. Inmates must submit their order form before 9:30 a.m. on the day they shop. They can then collect their purchases at 12:30 p.m.

Currently, shopping is conducted Monday through Thursday. Items such as food, snacks, shoes, over-the-counter medications, drinks, and more can be purchased by inmates.

In October 2017, Calvin Terrance Davis, a guard at Federal Correctional Institution Butner Low, was sentenced to 13 months in prison for forcing a transgender prisoner to perform oral sex on him. The official charge was criminal sexual abuse of a ward, which occurred in May 2016.
