Background: FCI Manchester was opened in 1992. Very little information is available to the public regarding this facility. In May 2014, a Prison Rape Elimination Act audit summary reported that all inspected elements of the facility met or exceeded compliance requirements. Notable inmates include former Missouri State Senator Jeff Smith (released in 2010 after serving 8 months for obstruction of justice) and computer hacker Jeremy Hammond (serving a 10-year sentence for conspiracy).

Housing: Inmates are housed in two-person cells within the eight housing units. The camp houses inmates in dormitories within the four housing units.

Health Services: The FCI Manchester Health Services Unit provides emergency and routine ambulatory health care services. The outpatient clinic provides diagnostic and support services used by the health care providers in the provision of urgent and ambulatory care services. Included are the examination rooms, treatment rooms, medication room, dental clinic, radiology and laboratory areas, waiting areas, storage areas, and administrative offices. At the main facility there are two rooms used for suicide watch and custodial purposes. Medical and dental sick call are also provided.

Psychology Services: FCI Manchester provides screening, assessment, and treatment of mental health problems, individual and group counseling, psycho-educational classes, self-help and supportive services, and referrals to Health Services for medical treatment of a mental illness. Every Psychology Services Department offers community mental health services. Many services are designed to help inmates manage depression, anxiety, and serious mental illness like schizophrenia or bipolar disorder. Inmates who already take medication often find that participating in a group helps with the symptoms that medication does not manage. Groups typically focus on topics like learning to manage emotions, stopping depressive thoughts, learning new communication skills, and wellness. Inmates who are identified as having mental health needs will have an appointment with a psychologist to discuss their needs and identify what types of groups and services would be most helpful. Psychology Services departments also offer groups for all inmates who want to learn skills that will help keep them out of prison and get along with others more effectively.

Residential Drug Abuse Program (RDAP): FCI Manchester does not offer a Residential Drug Abuse Program (RDAP). However, there are group programs including Alcoholics Anonymous (AA), Narcotics Anonymous (NA), a Drug Education class, and the Non-Residential Drug Abuse Program (NR-DAP).

Education Services: FCI Manchester provides literacy, GED, and English-as-a-Second Language (ESL) programs. Incentive awards are provided to recognize inmates making satisfactory progress and successfully completing the literacy (i.e., GED and ESL) program. Inmates may also receive incentives for progressing to various levels in the GED or ESL programs. Graduation ceremonies recognize GED, ESL, and Occupational Education completions. Parenting and Adult Continuing Education (ACE) classes are also available. High school diplomas and post-secondary programs are available through paid correspondence programs.

Advanced Occupational Education: FCI Manchester offers advanced occupational education in Carpentry, Electrical, and Masonry Bricklayer. Both facilities offer Culinary Arts, and the camp offers Horticulture and Hydroponics.

Vocational Training: No vocational training is offered at FCI Manchester or the satellite camp aside from the advanced occupational education and apprenticeship programs.

Apprenticeship: FCI Manchester offers apprenticeships in Cabinetmaker, Carpentry, Drafting, Machine Operator I (Sewing), Painter, and Plumber. Both facilities offer Baker, Electrician, HVAC, and Landscape Management Technician. The camp offers Baker, Boiler Room Operator, Combination Welder, and Cook.

Library Services: Leisure libraries offer inmates a variety of reading materials which include periodicals, newspapers, fiction, nonfiction, and reference books. Institutions also participate in an interlibrary loan program with local, state, and college libraries and available bookmobile services. Inmates are afforded access to legal materials and an opportunity to prepare legal documents. Typewriters are also available for legal work.

UNICOR: FCI Manchester houses a UNICOR facility that makes clothing and textiles.

Commissary: Inmates may use funds in their account to purchase items at the institution commissary (e.g., food, clothing, snacks, shoes, etc.), place funds on their inmate phone account, purchase TRU-Units for their TRULINCS account, or send funds outside of the institution. Inmates are permitted to spend up to $360.00 per month.

Recreation Services: Leisure activities at FCI Manchester include organized and informal games, sports, physical fitness, table games, hobby crafts, music programs, intramural activities, social and cultural organizations, and movies. Art activities include paintings and sketches rendered in any of the usual media (e.g., oils, pastels, crayons, pencils, inks, and charcoal). Hobby craft activities include leatherwork, models, crochet, drawing, card making, etc. Wellness programs include screening, assessments, goal setting, fitness/nutrition prescriptions, and counseling.
