Background: FCI Oxford opened in 1973. The satellite camp opened in 1985. It is located adjacent to, and provides support services for, FCI Oxford. Notable inmates include former Illinois Congressman Dan Rostenkowski (released in 1997 after serving 17 months for mail fraud) and Jesus Cortez Zambrano (serving a 27-year sentence for murder).

Housing: Inmates are housed in one-person and two-person cells in four units. Inmates at the camp are housed in dormitories of four-person cubicles.

Health Services: Medical and dental sick call, emergency services, medications, physical examinations, health promotion and disease prevention, diagnosis and treatment of chronic infectious diseases, and eyeglasses are provided to inmates. While emergency care is available 24 hours a day, routine care must be requested through the submission of a triage form.

Psychology Services: FCI Oxford has three psychologists who provide counseling and other mental health services to inmates. A psychiatrist also visits the institution on a regular basis. There are many alternatives for inmates who have personal problems and a desire to correct them. These options include self-image, PMA (Positive Mental Attitude), anger management, and other voluntary groups. Unit staff are available for informal counseling sessions, and they conduct formal group counseling activities in the inmate housing units.

Residential Drug Abuse Program (RDAP): FCI Oxford houses a Residential Drug Abuse Program (RDAP). The camp does not house a Residential Drug Abuse Program (RDAP). The facilities also offer a Drug Abuse Education course and a Non-Residential Drug Abuse Treatment Program (NR-DAP).

Education Services: FCI Oxford provides literacy, GED, and English-as-a-Second Language (ESL) programs. Various incentives are provided to inmates who pursue these educational objectives. Adult Continuing Education (ACE) and parenting classes are also available. High school diplomas and post-secondary programs are available through paid correspondence programs.

Advanced Occupational Education: FCI Oxford does not offer any advanced occupational education programs.

Vocational Training: FCI Oxford offers vocational training in Certified Production Technician and Culinary Arts.

Apprenticeship: The main facility offers apprenticeships in Carpentry, Culinary Arts, and Dental Assistant. The camp offers Maintenance Repair, Painter, Stationary Engineer, Waste Water Treatment, and Welding. Both facilities offer apprenticeships as a Bricklayer, Electrician, HVAC, Painter, Pipefitter, and Plumbing.

Library Services: The TRULINCS Electronic Law Library is located in the Education Department. The legal library contains all materials required by BOP policy for the preparation and submission of federal questions of law, beginning with the Administrative Remedy process through the U.S. District Court, the U.S. Court of Appeals, and the U.S. Supreme Court. Typewriters, legal forms, and supplies for use in preparing legal documents are available as well. The resource/leisure library offers a wide range of reading materials. Books are also available for research as needed for college classes. In addition to books, the library also subscribes to a wide variety of magazines and newspapers.

UNICOR: The FCI Oxford UNICOR facility produces electronics and plastics. The camp does not house a UNICOR facility.

Commissary: Inmates are permitted to spend up to $360.00 per month on regular purchases and $300.00 per quarter on special purpose items (e.g., religious items, art materials, etc.). This limit does not include telephone credits, postage stamps, or over-the-counter medications. In the commissary inmates are allowed to buy a variety of items, including electronics, food, clothing, drinks, and shoes.

Recreation Services: FCI Oxford offers both structured and leisure time recreational activities. The gymnasium offers structured times for basketball, handball, racquetball, volleyball, soccer, and the ACE Wellness classes. Also available inside are weightlifting, a billiards room, and table game area (Ping-Pong, darts, etc.). The outside recreation yard also offers a softball field, a running track, tennis courts, bocce ball, horseshoes, and shuffleboard. The Hobby Craft Center is open to inmates interested in ceramics and leather work. Drawing and painting activities are available to inmates through the art program. Musical instruments are available in the recreation area for inmates at most institutions.
