Background: CI Rivers is a contracted correctional institution, operated by the private corporation GEO Group, Inc. The facility received initial accreditation from the American Correctional Association (ACA) in 2003 and was re-accredited in 2006, 2009 and 2012. Accreditation was received from the Joint Commission (also known as JCAHO) in January 2003 and the institution was re-accredited in 2006 and 2009. CI Rivers houses U.S. citizens who were convicted of violating federal law. Notable inmates include former Washington, D.C., elementary school teacher and FBI Ten Most Wanted fugitive Eric Justin Toth (serving a 25-year sentence for child pornography).
Housing: Inmates at CI Rivers are housed in two-person cells.
Health Services: Inmates are initially provided with an intake examination. Routine and emergency health care and dental care are also available to the inmate population. While emergency care is available 24 hours a day, inmates must submit a sick call form in order to be evaluated for routine or chronic health care concerns.
Psychology Services: CI Rivers provides inmates with access to a variety of treatment groups. These include stress management, anger management, life skills training, parenting techniques, and “Doing Time with the Right Mind” – a program designed to teach inmates time management, conflict resolution, and preparation for re-entry into society.
Residential Drug Abuse Program (RDAP): CI Rivers does not house a Residential Drug Abuse Program (RDAP). CI Rivers offers Alcoholics Anonymous (AA) and Narcotics Anonymous (NA).
Education Services: CI Rivers offers GED, English-as-a-Second Language (ESL), and Adult Basic Education (ABE) courses to the inmate population. Inmates without a GED or high school diploma are required to attend courses. High school diplomas and post-secondary programs are available through paid correspondence programs.
Advanced Occupational Education: CI Rivers not does offer any advanced occupational education programs.
Vocational Training: CI Rivers offers vocational training in Building Construction, Commercial Driving, and Computer Technology.
Apprenticeship: CI Rivers does not offer any apprenticeship programs.
Library Services: CI Rivers inmates have access to a law library, leisure library, general interest library, and religious services. In the leisure library inmates can check out fiction and nonfiction books, newspapers, and magazines. In the law library inmates can conduct legal research and prepare legal filings.
UNICOR: CI Rivers does not house a UNICOR facility.
Commissary: Inmates can shop once per week at the institution’s Commissary. Items such as food, drinks, hygiene products, and electronics can be purchased.
Recreation Services: CI Rivers offers indoor and outdoor recreation opportunities. These include arts and crafts, physical fitness, sports, board and card games, and more.
